		<description><![CDATA[看过台湾电视新闻或者电视剧的大陆人，无不惊疑地注意到台湾人在用到连词“和”的时候，发音是hàn（四声，音“汗”）。连那位大师李敖在凤凰卫视的《李敖有话说》的节目中也是一个接一个的发“汗”。发音为“汗”的“和”字几乎成了台湾人和台湾腔国语的标志。<br/><br/>说来也奇怪，大陆人要是问为什么把“和”字念成“汗”的时候，比较年长或者有点学问的台湾人会反问你：“这不是大陆来的标准国语吗？”<br/><br/>在大陆的标准普通话中，“和”字有5种发音（参见《新华字典》）：（1）hé（二声，音“河”），比如说“你和我”；（2）hè（四声，音“贺”），比如说“和诗”；（3）huó（二声，音“活”），比如说“和面”；（4）huò（四声，音“货”），比如说“和药”；（5）hú（二声，音“胡”），比如说打麻将“和了”。记得90年代初北京地区的语文高考题还考过“和”字有几种发音。我当时就说，要是在台湾还得加上一个“汗”的发音。<br/><br/>宋初的语言韵书《广韵》中“和”作为连词只有“户戈”一个反切，今读平声。从唐诗的韵脚中也可以判定，“和”字至少在唐朝的时候就发he的音，比如韦庄的《云散》：<br/><br/>云散天边落照和，关关春树鸟声多。刘伶避世唯沈醉，甯戚伤时亦浩歌。已恨岁华添皎镜，更悲人事逐颓波。青云自有鹓鸿待，莫说他山好薜萝。<br/><br/>当然这只是一个旁证，因为这首诗里的“和”并不是后人所使用的连词“和”。也就是说，仅仅从这首诗中我们无法证明“和”作为连词用的时候是否也一定发hé（“河”）的音。其实，民国时期的语言学家赵元任先生的《语言问题》第八讲“何为正音”最后专门对这个“和”字的读音：<br/><br/>“还有当‘与、及、同、跟’那一些意思讲的，在平常语言里有两种说法：hàn跟hài，并且常常轻声……在北京话里头，没有说hé当‘跟、同、与、及’讲的…..”。<br/><br/>除了赵元任先生的文章，老北京人把“和”念成“汗”还有很多其他旁证。人民文学出版社1999年出版的弥松颐著《京味儿夜话》）一书，作者弥松颐先生是位老北京，他对北京话的“和”的说明给我们提供了一些信息：北京话的“和”不仅说hàn，而且也说hài，比如侯宝林先生的相声，就是“我害你”、“你害我”的。1956年陆志韦先生写《北京话单音词汇》时，请了一位姓赵的老先生做北京话的发音人，就把当连词用的“和”念成“汗”。1960年袁家骅教授主编的《汉语方言概要》中提到：“并列连词‘和’，北京口语又读hàn”。1996年徐世荣先生的《北京土语辞典》，也收录了“和”字的“汗”这一读音。<br/><br/>那么，北京土语“汗”怎么就跑到台湾去了呢？这还要从民国成立之初说起。1919年在《国音字典》上公布了第一个国音标准。这是一个“折中南北，牵合古今”的“标准音”。但是在这套“标准音”中，北京语音占有重要的地位。　1937年开始出版、延续多年陆续出齐的《国语词典》在注音上体现了以北京语音为标准音的原则，字、词注音按照北京话语音系统，所以连词“和”不读hé，而读hàn。1945年10月台湾光复，日语的“国语”黯然退出，台胞急着要回复祖国的语文，要说国语，要认汉字。1946年4月2日台湾省国语推行委员会正式成立。台湾国语会的标志性贡献是编订《国音标准汇编》，作为推行标准国语的根据。1946年5月1日起，由“老北京”齐铁根先生 每日在清晨7时，在电台担任“国语读音示范”，播讲民众国语读本、国语会话，国民学校国语、常识、历史、各种课本，供学国语的人收听，匡正语音。当时的学校教师现听现学现教，使广大的学生也能及时学到国语，学习标准的国音。这位齐铁根当时成了家喻户晓的大师级人物，直到现在上年纪的台湾人还能回忆起齐先生娓娓动听的“京片子”，连词“和”读hàn（“汗”）就此在台湾深入人心。顺便插一句，京味<a href="http://jefftan.cn/ebook" target="_blank">小说</a>作家老舍曾经写信给齐铁根先生打听骆驼的生活习性。因为齐铁根先生生长在北平的西山，山下有多家养骆驼的。老舍要把“车夫与骆驼”作为“骆驼祥子的故事的心核”。不了解骆驼的习性，是很难下笔的。他接到齐铁根先生回信，发现如果以骆驼为主写这部<a href="http://jefftan.cn/ebook" target="_blank">小说</a>，自己所得到的一些材料不足调用，于是他决定以他熟悉的车夫为主写<a href="http://jefftan.cn/ebook" target="_blank">小说</a>。<br/><br/>多年以后的90年代，老舍的儿子舒乙访问台湾，蓦然发现全岛由北到南，由西到东，由大人到小孩，由外乡人到原住民，全会！全岛2000万人全说国语，真是一个奇迹。舒乙先生特地写了一篇“乡音灌耳”记述访台观感，为台湾推广国语的成就感慨了一番。但是舒乙还是发现了一个发现台湾所有的人在所有的场合把连词“和”字都念成hàn（“汗”），于是好奇地询问为什么。当时台湾作家何欣解释说：“这是齐铁根先生在电台上教的，他的话就是法律，怎么教就怎么说了。”舒乙大笑，说：“齐先生使劲使过分了。” 随后，由于台湾和大陆的隔绝，台湾人说的国语成了方言岛，“和”保持了hàn的发音。《国音常用字汇》(中国大词典编纂处1949商务)《汉语词典》(中国大词典编纂处1995商务)以及《大辞典》(台湾三民书局1985)中都将连词“和”标为hàn的发音。前一阵子来大陆的李敖大师，虽然口音远不是纯正的北京音，但是他说“和”字的发音的确是老北京土话。<br/><br/>既然“和”（han）是老北京话，那么听不到北京人在说呢？《现代汉语词典》就没有收录这个读音。其实早在明国初年北京人就已经开始把“和”发成和的音了。上面引用的赵元任先生在《语言问题》的回答，“因为白话文里头，‘和’字当“跟、同、与、及”的意思用的最多，而照字面‘和平’的‘和’跟‘调和’的‘和’用的最多，所以现在成了一个既成事实：就是念白话文的时候，‘这一个和那一个’的‘和’，不照平常说话说han跟hai（轻声），而说hé（我个人从北京多数派习惯说‘这一个跟那一个’，我根本不用‘和（han或hai）’这个连词，就成了一种习是成非了。不过要明白，连词‘和’读hé的读法是白话文的一种‘读音’，不是‘语音’了。”<br/><br/>直至今日，北京话中的“和”字读轻声han或hai已经绝迹，但是在某种特殊的情况下重音hàn却没有完全绝迹。直到现在，如果两个北京胡同串子夸耀哥俩好的特殊关系，就会说“咱俩谁hàn（和）谁啊！”要是强调疑惑不解，北京人也会常常会说“这都哪hàn（和）哪啊！”《现代北京口语词典》(陈刚等1997)收录了这一条。举的例子就是“哪儿~哪儿”“谁~谁”。<br/><br/>原来，一个简单的“和”字台湾和大陆还有这般历史渊源。有了这层关系，台胞和祖国套近乎可以对大陆人说“咱们谁hàn谁啊！”大陆人如果对台湾“去中国化”发表评论，也不妨说一句“这是哪hàn哪啊！”<br/>]]></description>

Reforms started in the late 1970s with the phasing out of collectivized agriculture, and expanded to include the gradual liberalization of prices, fiscal decentralization, increased autonomy for state enterprises, the foundation of a diversified banking system, the development of stock markets, the rapid growth of the non-state sector, and the opening to foreign trade and investment. China has generally implemented reforms in a gradualist or piecemeal fashion, including the sale of minority shares in four of China's largest state banks to foreign investors and refinements in foreign exchange and bond markets in 2005. After keeping its currency tightly linked to the US dollar for years, China in July 2005 revalued its currency by 2.1% against the US dollar and moved to an exchange rate system that references a basket of currencies. The restructuring of the economy and resulting efficiency gains have contributed to a more than tenfold increase in GDP since 1978. Measured on a purchasing power parity (PPP) basis, China in 2007 stood as the second-largest economy in the world after the US, although in per capita terms the country is still lower middle-income. Despite an increased backlash against foreign mergers and acquisitions, annual inflows of foreign direct investment in 2006 rose to $63 billion. By the end of 2006, more than 5,000 domestic Chinese enterprises had established direct investments in 172 countries and regions around the world. The Chinese government faces several economic development challenges: (a) to sustain adequate job growth for tens of millions of workers laid off from state-owned enterprises, migrants, and new entrants to the work force; (b) to reduce corruption and other economic crimes; and (c) to contain environmental damage and social strife related to the economy's rapid transformation. Economic development has been more rapid in coastal provinces than in the interior, and approximately 200 million rural laborers have relocated to urban areas to find work. One demographic consequence of the &quot;one child&quot; policy is that China is now one of the most rapidly aging countries in the world. Deterioration in the environment - notably air pollution, soil erosion, and the steady fall of the water table, especially in the north - is another long-term problem. China continues to lose arable land because of erosion and economic development. In 2007 China intensified government efforts to improve environmental conditions, tying the evaluation of local officials to environmental targets, publishing a national climate change policy, and establishing a high level leading group on climate change, headed by Premier WEN Jiabao. The Chinese government seeks to add energy production capacity from sources other than coal and oil as its double-digit economic growth increases demand. Chinese energy officials in 2007 agreed to purchase five third generation nuclear reactors from Western companies. More power generating capacity came on line in 2006 as large scale investments - including the Three Gorges Dam across the Yangtze River - were completed. </td>
